Cyprus citizenship is earned through residence, not bought. The standard path is naturalisation after seven years of legal residence, with a Greek-language exam and a test on Cyprus society. There is a faster route for skilled employees of qualifying companies, plus separate paths through marriage and descent. What no longer exists is a passport for sale — so if that is what you came for, the honest answer is on this page.
The golden passport is closed — say it plainly
The Cyprus Investment Programme, the scheme that granted citizenship in exchange for a large property or business investment, was abolished on 1 November 2020. It has not been replaced. In 2026 there is no legal way to obtain a Cyprus passport by investing money, however the offer is packaged.
Investment today buys residence, not nationality. The €300,000 real-estate route leads to permanent residency under Regulation 6(2) — a right to live in Cyprus, not a passport, and not even automatic tax residency. If a promoter blurs that line, treat it as a warning sign about everything else they tell you.

Search results for “Cyprus citizenship by investment” are still full of offers, because the demand outlived the programme. Here is what is actually being sold under that heading.

The distinction matters financially. Someone who wires €300,000 expecting a passport has bought a residence permit with annual confirmations attached. That is a perfectly good product if it is the one you wanted.
Naturalisation by years of residence — the main route
This is how most foreign nationals become Cypriots. The core conditions:

The application is made on form M127 to the Civil Registry and Migration Department. The language and knowledge exams are run by the Examination Service of the Ministry of Education, Sports and Youth. Time spent in Cyprus does not count automatically — it has to be legal residence, which is why the underlying permit history matters as much as the calendar.
The fast track for highly skilled professionals
Legislation gazetted in December 2023, with applications accepted from 22 March 2024, created a shorter route for skilled employees of companies in Cyprus’s business-attraction framework — foreign-interest companies, Cypriot shipping firms and other eligible sectors. In outline, a qualifying professional (a university degree, or two years of relevant experience) can naturalise in a reduced number of years, with the exact period tied to their Greek level: a higher Greek certificate shortens the residence needed, a lower one lengthens it.
Status note, as of July 2026: reputable Cyprus firms report the reduced periods slightly differently — some cite three years with B1 Greek and four with A2, others four and five. Because this is a young rule still settling in practice, we do not pin a single figure here; we confirm the current requirement against the live legislation for your exact company category before you commit. The stated processing target for these applications is eight months. A separate exemption drops the Greek-certificate requirement for those holding a school-leaving certificate or university degree taught in Greek.
If you are building toward this route through your own company, the entry point is usually a work permit via a foreign-interest company — get that structure right first, because the residence clock only runs on legal permits.
The investment route people are usually offered instead is permanent residency, marketed as the Cyprus golden visa — a residence status, not a nationality.
Which years actually count
The seven-year test is not “seven years since I first landed”. It counts legal residence, and the permit you held during those years decides whether they count at all. This is where most self-assessments go wrong.

Two rules of thumb from running these audits. First, the twelve months immediately before filing must be continuous — a long trip abroad in year seven can reset the last leg. Second, keep every permit, every renewal receipt and every entry stamp. The Civil Registry reconstructs your history from documents, not from your recollection.
What a Cyprus passport actually gives
Cyprus is a member state of the European Union, so naturalisation makes you an EU citizen: the right to live, work and study anywhere in the Union, to be treated as a local in those labour markets, and to pass citizenship to children. That is the substance of the thing, and it is why the seven years are worth planning properly.
One honest caveat that most guides skip: Cyprus is in the EU but not in the Schengen area — the Council has not lifted controls at its internal borders. The mechanism and the current position are on Cyprus and Schengen; no accession date is confirmed. In practice this means EU rights are full, while border formalities still differ from a Schengen member. Anyone quoting you a date should be asked for the source.
Citizenship by marriage
A foreign national married to a Cypriot citizen can apply for naturalisation after at least three years of marriage. Where the couple lives in Cyprus, an additional period of prior residence applies. The marriage has to be genuine and subsisting — this is scrutinised, not rubber-stamped — and the usual character and documentation checks still run.
Citizenship by descent
If you have a Cypriot parent, or deeper Cypriot roots, you may already be entitled to citizenship rather than needing to earn it. The law sets out several categories keyed to when you were born relative to Cyprus’s independence in 1960 and to a parent’s status at the time. These cases turn entirely on civil-registry records and legalised documents, so the work is proving the chain, not meeting a residence test.
Dual citizenship
Cyprus does not make you give up your existing nationality. Dual and multiple citizenship are permitted without restriction on the Cyprus side. The catch, if there is one, sits in your other country’s law — some states force a choice or tax the exit. Check that before you file, not after.
Citizenship is not the same as residency or tax status
Three different questions get tangled together, so keep them apart:
- Residency answers “may I live here?” — covered by residence permits and PR.
- Tax residency answers “where do I pay?” — decided by the day-count rules, independently of your passport.
- Citizenship is the final, permanent status — the EU passport, the vote, no permit to renew.
Most people who move to Cyprus need the first two long before the third becomes realistic. Naturalisation is a destination you reach after years of clean residence, not a shortcut you buy at the start.
